12.01.2022The Cabinet of Ministers of Ukraine has approved the procedure for organizing exchange auctions for the sale of domestic gas by private individuals to meet the needs of economic entities whose main activity is the production of food products of significant social importance.
The corresponding decision with one-day revision was made at the meeting on Wednesday.
The Minister of Energy Herman Galushchenko, who presented the project, explained the revision and finalization of the resolution within one day by the need to take into account the comments of relevant associations and the reservations of the Ministry of Justice.
He did not disclose the details of the project, the procedure itself was not attached to the meeting materials.
As reported, according to the draft resolution, the personnel of the committee for the supervision of stock trading should be approved by the Ministry of Energy.
According to the press service of the Ministry of Energy, the procedure for organizing the auction provides that gas producers will have the right to independently form the terms of sale and volume of lots - within 20% of production. According to the agency, such a mechanism complies with European market rules and standards.
The mechanism will operate in accordance with the Law on the Natural Gas Market to eliminate price distortions and prevent market destabilization caused by significant increases in gas prices at global hubs, and to support producers of socially oriented goods. goods and market supply, "- said the Ministry of Energy.
By Resolution №1433 of December 30, 2021, the Cabinet of Ministers obliged private gas producers to sell 20% of the extracted gas to UEB by April 30, 2022. For this purpose, 20% of the volume of natural gas produced by private individuals is included in the list of products traded exclusively on organized commodity markets.
In addition, the Cabinet of Ministers Resolution №1435 amended the "quarantine" Resolution №1236 of December 9, 2020, setting until April 30, 2022 a marginal surcharge on the price of natural gas of own production (excluding rent payments) at a level not exceeding 24% for producers of high-grade wheat flour, pasteurized milk with a fat content of 2.5%, rye-wheat bread, chicken eggs, sunflower oil and loaves.
The trade surcharge for the supply of natural gas of own production to meet the needs of the above-mentioned economic entities is set at a level of not more than 1%.
According to the First Deputy Prime Minister - Minister of Economy of Ukraine Yulia Svyridenko, private gas companies will sell about 80 million cubic meters on the stock exchange in January. m of gas. The main buyers will be end consumers - producers of social varieties of bread, flour, milk, oil, eggs, chicken, the list of which will be approved by the Ministry of Economy.
At the same time, the Association of Gas Production Companies of Ukraine opposed the decision of the Cabinet of Ministers, saying that it was illegal and contrary to current legislation, including the law "On the natural gas market."
